The Challenge

As one of the largest state transportation agencies in the U.S., VDOT faced the challenge of managing a vast and complex IT landscape. Without a centralized Enterprise Architecture (EA) function, technology investments were often siloed, leading to redundant systems, inconsistent data standards, and a lack of alignment with the agency’s long-term strategic goals.

The Strategy: Modern Governance

I was brought in to stand up a modern EA practice from the ground up. My approach focused on moving away from “ivory tower” architecture toward a collaborative, value-driven governance model. Key initiatives included:

  • Governance Framework Implementation: Established the standards, policies, and review processes (Architecture Review Board) required to ensure all IT projects align with agency-wide business priorities.
  • Cloud-First Strategy: Championed the secure and efficient adoption of Azure-native solutions, providing a roadmap for migrating legacy on-premises workloads to the cloud.
  • Product Line Alignment: Worked directly with business leaders to align IT product line roadmaps with VDOT’s mission-critical operations, from maintenance and operations to engineering and construction.

Architectural Oversight

Beyond policy, I provide direct architectural oversight for the agency’s most critical platforms. This involves:

  • Budget Forecasting: Aligning technical roadmaps with multi-year budget cycles to ensure sustainable funding for modernization efforts.
  • Security by Design: Integrating security standards early in the architectural lifecycle to protect the Commonwealth’s transportation data and infrastructure.
  • Interoperability Standards: Defining the integration patterns and data standards required to break down silos and enable seamless data flow across the agency.

The Impact

The establishment of the EA practice has provided VDOT with a clear technical North Star. By aligning IT investments with business strategy, we have improved the agency’s ability to deliver modern, secure, and cost-effective transportation solutions for the citizens of Virginia.
